To combat this the issue, we've got people working in a queue to log into the game, similar to what you experienced the queue in World of Warcraft. This keeps the number of players at a safe level, which is what we have at the time as we are able to see where the system is straining and fix it before it brings the game to a complete stop.
When we correct any issue, we'll capable of increasing the population limits. The login queue has been partially implemented on the backend (right now, it appears like an authentication error in clients) and should be fully implemented over the next few weeks on PCs, with consoles to follow.
